The city of Carmelo is in Colonia del Sacramento state, 236 km from Montevideo.
It is situated on Las Vacas stream, opposite the delta of Paraná River, It is the second city of the state with aproximately 22000 inhabitants.
It was founded on February 12th, 1816, by General Gervasio Artigas who ordered to move a town called Víboras to the placve where nowadays is Carmelo.
Formerly, it was known as the town of Las Vacas (The Cows), alluding to the river's name, and only in 1826 people started calling it Del Carmelo, which later became just Carmelo.
